petition topics:
- drop some bowl games (10?)
- team must have winning overall record to qualify for a bowl
- team must not have a losing conference record to qualify for a bowl
- any game scheduled against a FCS-level team by a FBS-level team shall be treated as an exhibition
- no bowls after Jan 1 that aren’t named BCS national championship
